Learning to analyze public policy is critical to becoming an engaged citizen, but the study of public policy also provides rich opportunities for students to become better readers and writers. This institute focused on strategies for boosting literacy and technology skills throughout the Project Citizen process. Strands for elementary and secondary teachers provided an opportunity to use Web 2.0 technology to collaborate in building Project Citizen portfolios. |

Gay marriage, medical marijuana, gun laws, assisted suicide; legal in one state, illegal in the state next door. Is this federalism for the 21st Century? Federalism is a uniquely American idea of shared powers and a fundamental principle of our constitutional system. The Framers envisioned a strong central government and weaker state governments to limit the abuse of power. Participants in the 2010 We the People Summer Institute examined the origins of federalism as well as recent controversial policy issues and selected landmark court cases related to federalism.
